Magic City Labs

Am I the only one completely confused by the layout of MCL? The lab, from the outside, appears to be 1-1.5 stories tall, but you go into the lobby to take an elevated, which drops you off in a breezeway and then you go into the office then have to go down a floor and a half to the lab part. It's an enigma and I don't know why they made it so confusing. Anyone hadlve more clarity?
