Anyone know the title of this bad movie?

I recall watching a movie that had no ending, I've forgotten the title, but the last scene was a Sheriff (or policeman?) getting in his car (an old '64 white Ford?) and he drives a few blocks out of town, exits the vehicle, walks by the camera and... Cut! it just ends. Supposedly the Director couldn't think of an ending, so he just ended it. They have run out of money too. I don't think it was on the list of the "Worst 100" but it should be No. 1.
I was so mad after wasting time watching it that I said i could do better and wrote my own script that I entered into several contests, but learnt that Hollywood doesn't like outsiders tryna trod on their turf, after all they have paid "professionals" who churn out movies, even the garbage ones, 2 of them starring Paris Hilton.
