They could also have called the cops for the noise factor. You have to keep it down in a residential district,or you can be cited for disturbing the peace after midnight in most towns.

And why did they need to come up with an elaborate plan to steal the weed in the first place...... Why didn't they just tell a cop handling security, "hey, those girls over there are selling pounds of pot".

They violated noise laws, underage drinking, accessing someone's electronic devices without their consent is a computer crime in most places, harassment, and a whole host of things. Rogen's side did little more than steal their weed, which was illegal for them to possess anyway, so the girls couldn't even really report that.
At any point they could have basically called the cops and had that shut down. They didn't even involve them once.

Like the first one, you had to assume they were the ONLY ones who had a issue with the franternity. But least the first one they did TRY to call the cops. It just the cops were horrible.
