Pilot - car accident (spoilers)

I've just started watching the pilot and up to the car accident. Looked through all previous posts but couldn't find any mention regarding the accident (apart from not insuring the washing machines). What I want to know is, why did neither of the trucks stop? They caused the accident by taking up both sides of the road. I know Chace had his eyes off the road, but if both trucks were in their correct lane he wouldn't have had to take evasive action causing him to roll. One of the trucks blew their horn, so knew he was there.

Then there was the 911 phone call. It sounded like they didn't even speak to an operator, just a recording message. I don't know how emergency calls are dealt with in America, but in Australia you get a recorded message asking what service you require (police, fire, ambulance) then are put through to that department and a live person. I assumed from watching other shows that America was the same. And to have a response time of 24 hours? Unless there was a state of emergency with full scale riots (haven't got that far into show, so maybe there is? But highly doubt it!) that is utterly ridiculous.

I was looking forward to this as a break from all the crime and history shows I watch, but if I'm annoyed by these events already and I'm only 10 minutes in, not sure it's worth continuing. Does it get better, or are there constant 'moments' like this throughout the whole series?
