Why hasn't Ray Palmer mentioned already knowing the other Vixen?

I find it a bit odd that Ray Palmer once knew someone with the same powers and the same name, and has never bothered to mention it on Legends of Tomorrow. I'm assuming Vixen takes place a couple years ago in Flarrowverse canon.

You assume correctly. I believe it takes place before Rip Hunter even recruited the Legends. Ofc Ray and Jax never mention knowing Amaya's granddaughter to Amaya, but what you going to do, it's the price of doing things retroactively.
