What was the "We've brought back Mujahideen ghosts!" film?

Of the many enigmatic Soviet movies referenced by Curtis the awesomest looking one has to be the subway scene with the disabled war veteran ranting at commuters:

"We’re your boys, you stupid bitch! We’ve brought back Mujahideen ghosts!"

But what was that enigmatic movie? It must be reasonably well known as it has subtitles. Any takers?

The subtitles were likely added for the documentary, not that Russian movie. Only Solaris and that stupid British comedy were credited, no trace of other sources, that's not cool. I want to know too, just for the cute wheelchair handler! ;)
