Should cops be required to submit DNA samples?

I think it is mandatory for police employees to provide DNA samples in order to rule out them as the source of DNA from crime scenes. Am I right? Is this the case for U.K. police?

If that is right... Why there wasn't a match from D.C. Mark's DNA?

In the final episode, his friend/coworker, Tom, mentions that Karl/Jesse was only a researcher (?) and therefore wasn't required to submit DNA.
