Rules for a broadcastable [Iranian] movie?

The niece explains, that her teacher said "we have to respect the following rules to make a broadcastable movie:"
1.) Respect for the Islamic headscarf *
2.) No contact between men and women
3.) Avoid sordid realism
4.) Avoid violence
5.) Avoid the use of a tie for good guys
6.) Avoid the use of Iranian names for good guys *
7.) Instead use the sacred name of the Islamic saints *

This is what I heard in my synchronized german version and the help of some english subtitles.

What she said exactly as rule #1 (dress code?) and #7 (Imams? Muslim Prophets?)

Why should the use of Iranian names be avoided for GOOD guys in #6?
