Question, does this movie provide more backstory as to the 3rd and 4th world wars that take place in the ghost in the shell universe?

From what little I have been able to put together I know this much about it:

-the war ended without any side claiming victory (no surprise there)
-Japan created the special nano-machines which broke down radiation allowing humanity to recover much faster from the war
-the United States fell apart into two or perhaps three new nations (The American empire, the Amero-Soviet Union, with a possible rump version of the U.S. In the north east).
-world war 4 was non-nuclear and apparently some of it took place in vietnam, although for what reason is not specified.

Nope, nothing of those. Your post was more substantial back story about the GitS world wars than this movie.

There is some mention of a recent war. It's effect on Japan's economy and reorganization of the budgets for the armed forces and national security are a lot of what drives the plot. The Major's old Army (SDF?) unit gets privatised, and other soldiers are going rogue because their cybernetic implants and prosthetics are not being maintained.

BUT - even though recent war informs the story, they don't really go into any new backstory about it.
