The fact that Ubisoft just wanted to please the feminists by placing female characters across London.
I've got nothing against female characters, in fact I prefer to use Evie to Jacob when playing the game but the female grunts and gang leaders across the city is ridiculous. I mean it's the 1800s and women were and still would be for a while very oppressed. I'm not slating the fact that they've had female npcs and enemies in the game it's just so out of place in the time period. Seems a bit comical having women walk around with men in big gangs and even lead them.

Yeah normally things like that bug me too, but I can almost justify it in these circumstances being that they're criminals and act outside the norms of society, thereby allowing women and minorities positions they couldn't normally get, simply because those thugs didn't care, they just wanted SOMEONE to do the job.

It's no win. Put females in and people will, correctly, point out inaccuracies. But don't put them in and you have the SJW nutjobs jumping down your throat. From what I've seen, you don't want the latter, eventhough those idiotic clowns love to play the victim, so unfortunately the devs have to cave. At least in this game they didn't build up a strong female character by making the males a bunch of pansies. I like Evie better of the two, but Jacob is a pretty cool character as well, even if he is a bit a-holish at times.

I noticed that too. Almost every single gang leader is a woman for me and i was surprised for the same reasons you are

If you are a history buff you would know that in London women were a big part of teh criminal underworld. It was one place where being a woman wasn't as important as being clever, strong, witty etc whereas in mainstream society women were shunned, belittled and opressed.
If you look up the history of women in Victoirian England you will see this is true. Having a long regining popular queen added to this effect.
However, as you say, the fact it was possible and there were female gang members is way over-represented in this game, there would be a handful in each gang and the odd woman would be a bit higher up, but nowhere near the level displayed in Syndicate.
