what is the deal with being ignored by wait staff?

It there a cultural reference that I'm missing here? Is it just a vehicle to show how each character reacts to being diss'd?

it's obviously a running gag. and it's funny in a way that no matter if you are famous or not the stuff doesn't discriminate they are rude to everyone :-)
