I think the Mum's parents were talking about him being their heir in the sense that he was now of this family rather than of his father's family.
The word heir here is more to do with being aligned with a family* rather than inheriting a fortune (as it is usually used in most English speaking countries).
* and carrying on the family name (in other cases - not here)
