About the eyes... Well, they tried to make Godzilla as scary, as he was back in the original (considering it's original release date). Therefore zje eyes, as much, as I disliked them aswell, helped a bit )apart from the eyes of Godzilla's 2nd form; eg. the first, that we saw, those looked ridiculous).
