So who was the father of Frankie?

Mike, the old "family friend" who was supporting Stevie's mom and running the car service front for his various criminal activity. He committed statutory rape (at the least) when Stevie was 13 or 14, and then convinced his son, Frankie, to kill his own mother, Stevie.
