Given the period in which The Frankenstein Chronicles are set, just how likely is it that a negro would be a member of the constabulary?

Probably not very likely, but not impossible. The first black police officer is supposed to have been PC John Kent, who worked in Carlisle from 1837. However, modern-day political correctness trumps just about everything.

Or how about bodies/heads being stitched together and living as normal humans.

Would that be possible in that time?

Britain was very different than the US back then, slavery was not universal. In European society your social class was infinitely more important than the color of your skin.
