Note that they never stated that JB was seen on a CCTV camera, only that Nicky was. And she probably thought the CIA wouldn't be actively looking for her, so had no reason to try to avoid them. JB probably knew exactly where all the cameras were, and where to go to avoid being seen by them.
And if he was able to avoid the CCTV cameras, it makes perfect sense for them to meet in the middle of a huge crowd. In a small crowd like was at the fight, someone would almost definitely be able to overhear what they were talking about. Especially considering that the crowd would probably be trying to hang around with JB after he won the fight. A huge crowd like the demonstration in Athens would allow their conversation to just become part of the overall din. And I imagine JB avoids anyplace that's public and not at least relatively crowded, like a coffee shop, since he would stand out to anyone looking. Even just walking off together to go someplace else has a downside, since anyone that does recognize JB will now be able to report that he was seen with someone matching the description of Nicky, making her a target for anyone trying to get to him.
It seemed pretty obvious that Nicky and JB had stayed in contact since he disappeared (she didn't just randomly happen upon him in a fight club in Greece). I'm guessing that the "leave a note to meet in a crowded area" is part of their standard procedure for meeting up.
