How was she able to get the money to go to Atlanta and stay there for a while in a motel, when before this they showed how her vehicle had broke down, the tires were stolen and she was unable to get it repaired, then they cut the electricity off in her apartment at one point.

I assume it was the filmmaker that was paying for everything so they would have something to film, like her time in Atlanta and going to Israel. Even when it ended she was back to her old life in New Orleans having to walk to work at the retirement home. I would think if she had that much money to go and stay in Atlanta she would've gotten her SUV fixed first so she wouldn't have to walk everywhere especially in the Louisiana heat and humidity.
