He cancelled the call when he realized the Fantastic Four were in terrible movies. But yes, the call was to Captain Marvel. Nice way to tie into Infinity War 2:

Captain Marvel in March 2019 (set up just how powerful she is), Infinity War 2 in June (she helps save the day).

rumers are the Ms Marvel movie is in the 90's and Nick Fury with both of his eyes are in it.
