Why make Nick Fury losing his eye scene so anticlimactic and casual

In Winter Soldier you expect it to have been a dramatic scene, saving the country or something

Instead, the cat casually scratches him, and then he doesn't feel hatred towards the.cat, even though it is an alien, he keeps him next to his desk

Because it helps the Nick Fury character.

It shows that he will take any advantage he has if he needs to.

He showed it in Avengers when he took advantage of Coulson's death to inspire the team. He also did this in Winter Soldier when speaking with Cap.

As far as keeping the cat next to him, of course he is, the cat had swallowed the tesseract. Why would Fury let the cat go anywhere?

Not everything has a cool back story.
