Is Vision's Quote Prophetic about Captain Marvel?

And during the same period, the number of potentially world-ending events has risen at a commensurate rate."Will the introduction at this time of a Cosmically powered Captain Marvel bring more challenge to Earth necessitating that powered individuals need to maybe be banned from the planet?
