Is Vision's Quote Prophetic about Captain Marvel?

Vision:

"In the 8 years since Mr. Stark announced himself as Iron Man, the number of known enhanced persons has grown exponentially. And during the same period, the number of potentially world-ending events has risen at a commensurate rate."

"Are you saying it's our fault?"

"I'm saying there may be a causality. Our very strength invites challenge. Challenge incites conflict. And conflict... breeds catastrophe. Oversight... Oversight is not an idea that can be dismissed out of hand."
"Boom."
Will the introduction at this time of a Cosmically powered Captain Marvel bring more challenge to Earth necessitating that powered individuals need to maybe be banned from the planet?

It was Thor that also warned Earth of the following:

Nick Fury: Last year, Earth had a visitor from another planet who had a grudge match that levelled a small town. We learned that not only are we not alone but we are hopelessly, hilariously, outgunned.

Thor: My people want nothing but peace with your planet.

Nick Fury: But you're not the only people out there, are you? And you're not the only threat. The world's filling up with people who can't be matched, that can't be controlled.

Steve Rogers: Like you controlled the Cube?

Thor: Your work with the Tesseract is what drew Loki to it, and his allies. It is a signal to all the realms that the Earth is ready for a higher form of war.

Hey look. A good post on this board for a change.

Honestly I'd say the whole Nick Fury angle was prophetic regarding CM. He asked Tony to join the Avengers at the end of Iron Man. Then Banner was brought in sort of as a scientific mind but we knew the real reason. That was all before Loki and the Chitauri. Stark/Shield had the tessaract for decades. The sudden urge for Fury to build a team right before the battle of New York seems too coincidental to believe. CM makes the whole initiative a lot more believable. People always ask what Carol was up to when the Chitauri were attacking but I wouldn't be surprised if Carol somehow gave Fury a heads up prior to 2008 that something in Thanos land was brewing.
