Black Widow has hardly any powers, it just isn't plausible to make her the one who takes down a cosmic superentity with powers that can change the whole universe. They're going to need a very big gun for that.
And speak for yourself when you say "fans" have been waiting for a Black Widow movie. Personally, I find her the second least interesting member of the original Avengers, after the extremely lame Hawkeye.

Well, movies don't need to be about taking down superentities that would destroy everything around. Actually, it would be refreshing to have some diversity. And I mean: plot diversity.
Black Widow fits perfectly in the spy genre, which sounds like a nice combination for the superhero genre.
Instead of it, we have the nth iteration of big superhero with generic power faces evil superentity, pew pew, boom boom. This time, PC-flavoured.
You know, that's a good point about the spy genre. Marvel has brought all sorts of genres into its superhero films - adventure (GOTG), serious drama (CA:WS), comedy, (Thor: R), family drama (Ant Man), etc. But they haven't made a spy movie, and even if I don't find Black Widow herself all that interesting, you're right that she's the Marvel Films character who'd be the best fit with spooks and spies.
However, now that Marvel has introduced this universe-changing character in Thanos, that does seem to create a need to ramp up good guys' power level and bring in a really big gun, bigger than they've show so far. Why not Captain Marvel.
Ramping up is boring. It just means more CGI, less story.
Besides that, it's not that difficult to write a better plot than 'bring bigger guns'... in case you hired your guys because of their merits, of course. Quotas... well...
One quick example: there could be some artifact that can beat Thanos. That artifact is lost, but you know its location was known some moment in the past. So you send Romanov back in time to find the location. That's an 'get info' mission, which fits perfectly in the spy genre. You could even set the movie during the cold war (remember she speaks Russian). And Black Widow would be the best fit for the job (super-strength or super-hammers would be kind of useless there).
If I could guess a plot for a BW movie in a couple of minutes, couldn't the scriptwriters in Marvel (who are supposed to be pros) guessed a nice bunch of them?
But no, while there's always the possibility that she's going to have an interesting movie of her own, I don't think there's any chance that she's going to step forward and be treated as the star of the Avengers. IMHO that's because Scarlett Johanssen just isn't the kind of actress that can shine against competition, to put it politely.
I'm not kidding, I've seen Johanssen in many films over the years and she's... okay. Decent in a role that suits her, lame or godawful in those that don't, and never outstanding. Larson at least managed to give an Oscar-winning performance, something I don't expect from Johanssen.
I don't know why a cadre of fans hates Larsen, is it her politics? Or are they just more comfortable with the least powerful member of the Avengers being female, rather than the most powerful?
Have you seen leaked images or clips from Captain Marvel? She has ZERO expressiveness. The Same Very Fucking Face in every frame.
Don't get me wrong, you can have zero expressiveness PROVIDED you have charisma. Keanu Reeves is a living example.
Problem with Brie Larson? She has zero expressiveness, the same constant epic-pose face. Add to this that she has zero charisma.
And then you add politics to the mix. And once you realize how far she is from the usual casting level in Marvel Movies... well, was she casted because of her political views? Who knows...
Funny how so many fans aren't withholding judgement until they see the actual movie.
No, there's something that upsets the fans about this movie, sight unseen. Last time I saw that kind of pre-release response like that was before "Black Panther"
came out, funny about that.
The only qualifier was that the love story was so one-sided, but then some romances are about someone overcoming all odds and moving the Earth to win the beloved. Sound familiar?
Honest answer, Downey and Evens are getting too expensive. Marvel NEEDS a champion they can pin the rest of their cinematic universe on, one that's a powerhouse. Now, sure, they could've maybe used yet another generic white male, but who? Thor? We don't even know Hemsworth's contract status. Dr. Strange? Too exotic. Spider-Man? Too young. They'd have to introduce a new character. So....why not Captain Marvel? Black Widow is fine when playing off others but as a LEAD character you build a universe around? Nope.
