The film takes place in the 90's so that's why the reference is there.

Also mentioned were DVD's, which were invented in 1995, while the beginning of the movie takes place in 1996, probably too soon for DVD's to have been broadly marketed but possible.

Well the Foxworth family was rich. So they could have afforded to be an early adopter. I don't think most people went there until like when the story/movie is just ending.

In the books, Cathy is born in 1945 in FITA and in the beginning of SOY Cathy states that she is 52 and Chris is 54 so that would put the story in 1997.

Did you see the cell phone Chris used? They're in another decade, perhaps they thought it necessary to illustrate that with the dial up comment.
