Why doesn't Detective Winters just have her brother moved in prison and arrest Terry?

Maybe she doesn't have authority to do so.

Politicians and diapers need to be changed for the same reason

Seems she should worry more about her oath she took as a police officer. She might not have authority to move her brother but her boss could help her.

it would probably be easier for her just to put money on someones books in jail than work with this guy.

I'm wondering why she doesn't just kill him because that's what it looks like it's leading to.

It's mentioned in the show. Terry is keeping her brother alive in prison. Protecting him and threatening to have him killed if she stops doing what he says.

Yeah, I know but I'm thinking if he just up and dies he can't call the prison to have anyone attack her brother.
