his privacy cloak while logging in?
i didn't understand that. is it for the web cameras that are built into most laptops? if so, why not just put a piece of tape over the camera?

In the German documentary, Ewen MacAskill (the Guardian reporter) said that Snowden did that in order to prevent anyone looking through a peephole or the door from seeing him entering his passwords; he also considered that there could be hidden cameras in the room. MacAskill said at first he thought Snowden was paranoid but he came to see that it was all actually very strategic and sensible.
So it wasn't the laptop camera that was the issue.
