Well,
the guy was WELL known gangster, a former member of the "banda della magliana" (a crime organization that ruled on the city of Rome during the 70s/80s) so he was extremely high profile.
It's safe to assume that pretty much everyone "in the business" knew where he lived and where his family did. Of course due to his status as former "banda della magliana" member and high profile, no one dared to do anything to him or his family.
This is also shown when he first meets number 8, even his girlfriend comments "the *beep* he's doing? Walking around alone like that" He's confident to the point that borders arrogance about his "untouchable" status.
No one sane enough would dare to lift a finger against him. Why would they? People are shown to actually act only based on greed or, for their own personal gain. If we consider that, everyone had better uses for him alive thanks to all his knowledge and contacts (something that Number 8 also notes when he sees him coming from the windows). Viola, acted on a whole different motivation: Love. Comfortable as he was in his position as top dog he thought nobody could touch him, let alone a junkie. It costed him.
I actually feel this was sort of a recurring theme. Manfredi's death also came at the hand of someone you didn't expect would be capable of doing such a thing.
