Best case scenario would be they release the short online through a video on demand service like iTunes or what not very soon after the Venice International Film Festival wraps on September 12th. Even as a 15 minute short it's something a lot of people would easily fork over a few bucks to see.

Worst case scenario is Melco Entertainment decides to keep it for a limited time - a year or so - as a special that only plays at their casinos in East Asia before releasing it to the general public. And with the casinos having exclusive ownership to play the short at only three or four locations it would make it very easy for them to prevent anyone pirating the short. Kind've like how it's impossible for any pirates to be made of the many short films Hayao Miyazaki has made exclusively for the Studio Ghibli museum in Japan.

But, since the short is having it's world premiere at the Venice Film Festival & not at the grand opening of the Studio City casino as they said it would, I think we'll get to see it before the end of the year.

It's of course also to the Casino's benefit that this short gets out there into the world & seen by as many people as possible because in the end it really is just a long & expensive advertisement for their business.
