What's the big deal with this power struggle? Why can't the the people just form their own group?
Firstly, it was like Francesca Anis' character had a hold over them and it wouldn't be allowed to just say, "Close it if you want; we will still meet."
Secondly, the town acted like it was illegal for them to meet if they didn't have some sort of a quorum. Did they get money or permission to use the common area only if a certain number of people showed up or officially joined?
Was this all just a bit fake to create a false tension, or am I unaware of some English 1930/40 law governing WIs?
