...WHO thought this was a good/useful idea, to out pounds of masking tape criss-crossing every window..? ..as IF this would mitigate, in ANY measurable way, the effects of artiller/bombs/or the A-Bomb-to-come..??? Just LUDICROUS!!!

It did help to mitigate glass damage on people.
