What is he doing?

Catherine goes down to the water and he's I guess a neighbour. He turns off the blower for a minute to tell her that her hosts are 'terrible people' and that 'you never know'.

Then he turns the blower back on and goes back 'to work'. As far as I can tell, he's just blowing at some grass to no effect. He's not actually DOING anything.
