Have you ever had a teacher as unprepared as Feldman?

I'm sure there have been and continue to be plenty of instances of teachers who assign something that they didn't read themselves and teaching something they didn't actually understand. My high school trigonometry teacher would often take the same test we did while we took it. She once came to me because there was a problem involving logarithms that she didn't know the answer to and correctly thought that I might know the answer because I had the highest average in the class. It shocked me that the head of the math department didn't know the Change of Base Formula.

In hindsight I can see how my elementary school teachers might have acted toward and among each other without students around. I've known a few as an adult who are normal people, while others probably really get along with their co-workers very well, had screwed-up personal lives, or were at least a little crazy. One who I did not have but taught while I was there was definitely an airhead.
