Why Anastasia?

Why go after Anastasia when it's quezada causing most of the bloodshed. Quezada has been trafficking and killing people for 20 years but Ferrara offers to erase all that for help against Anastasia who just started in the business??? I guess even the DEA is misogynistic. Can't have a woman come in and take over the market.
