Which country is head producent? IMDb says Turkish, but the French people send this for the oscars,

Turkish Oscars committe or whatever that thing is called refused to send that film to compete in Oscars for Turkey so the girl who was directing the movie send it to the Golden Globes, SAG, Oscars etc. as a French entry.
