Given by the name alone I'd say he'll play the villain, you know full name, transparent = good guy; only surname, kind of obscure = bad guy. But we will see.

I imagine as the "crooked cops" have "incriminating evidence of illegal activities against those closest to him" that he's the good guy, seems pretty obvious to me

From the trailer it appears he will only have 12 rounds (bullets) to defend himself, although that may not be the case. It certainly looked like that's why it was called 12 Rounds though, which is different than previous films in the franchise.
