Season 1: why did Ian Garrett offer a reward?

I just finished watching season 1 and must say it was gripping. One thing I missed was the reason for Ian Garrett offering a reward for Ollie's return and/or discovery. He was a child molester, but had nothing to do with Ollie's disappearance. He even cryptically said something about Ollie just before he got his head bashed in. Can someone with better ears than me explain?

If I remember correctly, he was trying to appear as an upstanding citizen, a benefactor of sorts. That was his primary motivation. Donate money so the citizens will see you as someone good, and definitely not someone who tortures/rapes and (possibly) disembowels young children.

As for a comment about Ollie, the last thing he said was something like, "he was beautiful, though, wasn't he?". He didn't have any connection to Ollie, but he was a paedo and, well... it's clear enough. Ugh, disturbing.
