One man show?

For something as important as removing landmines from public beaches, it seems to me that there would be more than one mean sergeant running the camp (whether kids or older veterans). Wouldn't there be more staff keeping order and account of the mines removed and still remaining? I know that it's more dramatic to have just one main actor being in charge 24/7 -- being the whole world to those kids, than to have it complicated by having other staff there keeping an eye on things and also interacting with the young POWs. Wouldn't there be 2 or 3 supervisors taking charge of those kids in 8 or 12 hour shifts?
