why fbi agent always hated by local police agents ?

in movie (i don't know about reality feeling), why local police always hates when FBI agent is comng back take a case ? local police should be happy to get some backup from higher police agent aren't they ?

in france, local police love and respect higher police men, why isn't it so in the USA ?

so, local police hates FBI police who hated CIA police who hates NSA police who hates foreign police from other country !

very strange level-hated in USA...
