Actually, quality medical procedures CAN be had in Mexico. In fact, there are many doctors who are educated in the United States and do their internships in US hospitals and then practice in Mexico.
Everything is cheaper in Mexico, including all of the medications used by the doctors. Why? Because US drug companies charge their highest rates in the US, and their cheapest rates just across the border. This is a well-known factor in the cost of medical care.
Dental procedures, in particular, are quite commonly better and about 1/10th the cost in Mexico. Tooth implants, for example, can be had for a tiny fraction of the cost just by crossing the border -- yet the actual artificial teeth that they implant there are still made by the same three companies that make all of the artificial teeth used in the US and every other country around the world (the best artificial teeth are made in Germany, and they sell their artificial teeth to Mexican dentists for roughly 15% of what they sell them to US dentists for.
In fact, there are plenty of Mexican dentists who practice one day per week in the US and the rest of the week in Mexico in order to maintain their dual licensing.
