My brother said the earth collided with the moon and created a dwarf planet where only the town survived and he said Neil degrease Tyson said it could actually happen

Your brother must have been hallucinating or something like that :P

Were the moon actually to collide with Earth, we'd all be toast. Absolutely no-one is going to survive that. It would be an extinction level event.

Neil deGrasse Tyson would never have said anything like that. He knows the moon hitting the Earth would be an extinction level event.

In the dwarf planet there is no atmosphere, gravity, and specially a town where people can live in. It's really absurd. Neil would know it.

Your brother was clearly not paying attention to the dialog. It's clearly stated that "something" hit the moon, shattering it. The resulting dust "fell" into Earths atmosphere. If the moon collided with Earth, literally everything on the planet would die.

NDT would laugh at this suggestion.
