My prediction is Bill Hayden. He fits the body type of the shooter and the last time we see him he's staring daggers at Gamby.
Enough of body types already. The shooter was wearing a costume.
His motive could have to do with Snodgrass or something we don't know about yet.
Then why not shoot Snodgrass? And why also blow up Russell's car? Why blame Gamby when he was the one that rejected Snodgrass? There are too many suspects with a better reason to harm Gamby than someone who's jealous.
Maybe Brown did the car fires and someone else was the shooter?
I could buy that, if done right. But that creates the question of why the shooter would follow through when attention is now turned to that location due to the explosion. If someone was intending to shoot Gamby, a car explosion occurred seconds before the crime, why not wait until later now that a potential roadblock has interrupted your plans? To me, the scene plays out as if it were intending to lure Gamby to the scene, making the arson and the shooter the same person (though that doesn't mean that only one person was behind the crimes).
