Charges dropped?

I've just started watching this on Netflix and I was aware of the 2.5 stars (out of 5) this had so wasn't expecting much but I'm about three scenes in and the superior officer said "the charges have been dropped" - Regardless on whatever crime the villain committed which led to him being arrested, surely they're going to be held whenever key witnesses disapear. Surely they're going to be charged for opening fire on officers of the law?

Are there no cameras in the place?

OK - Now I want to know, why would they need to call an emergency contact in to identify Mason's body? Surely anyone in the prison authority could to that? Dental records etc.

I'm about 15 mins in. I usually can overlook plot holes like that in b-action movies, but I agree -- that was pretty dumb. Otherwise, it's fun so far.
