Why is it always Haryana or UP?

Its always either Haryana or UP, thats portrayed as being a hard patriarchal society totally indifferent to women equality and in most of the flicks in this niche the protagonist part is from urban Delhi?
Is it so much better in bordering areas of Mumbai, Chenbai, Bangalore, kolkata? These are equally modern and bustling mettopolitans that have engulfed neighbouring rural areas.
Is the rest of the country enlightened free society free from the menace of violence and honour killings?
PS: iaman outsider and neither from UP, Haryana or Delhi. But the portrayel in these films, what necessarily is a reality, does make me shudder

Punjab, Haryana and UP have the worst gender ratio in India.

Most of the rural villages in India are dangerous...Its not only UP or Haryana !!!! Am from Chennai !!!!! But such crimes with gore and involving women happen more in Haryana and UP ...because Delhi is like super modern and these villages are like totally backward and hence these people cannot come in acceptance with a super ultra modern Delhi culture....Though other metros are quite modern still they are somewhat more conservative in culture unlike Delhi and hence people in rural parts can gradually accept these changes and are not exposed to that sudden burst of ultra metro culture !!!!!
