Ending *spoiler*


Before he became governor of California, Puddy had some dealings with a gun runner in S. Africa named Victor Halley, and apparently double-crossed him and got him put in prison. Now governor, Halley contacts him and demands $80M to avoid exposing his criminal past. Because he can't openly pay that amount to Halley, they arrange for his son to be kidnapped, and he will pay it as a ransom for his son's return. The governor's bodyguard stole the money (unbeknownst to the governor or Halley), and Halley murdered the son. The governor kills Halley in revenge, then gets arrested because the young lawyer who was defending the man wrongly on trial finds evidence of the scheme. The bodyguard gets off scotfree with the money.
