She was born in 1990, this was filmed in 2015 so she would have been 25 at the time. Even now she's not 28...
I'm going to guess that you're quite young yourself, simply due to the fact that when you're younger, those who are older than you really stand out. At age 5 my 20 year old brother was practically ancient. These days I have real trouble distinguishing between an 18 and a 24 year old. To me, she looked like she was around 20.
Not even sure she was meant to be a teenager (at least not in the child-like sense). They never actually mention their age, and the only rough reference we have is that Brodie is in "grade 13" which apparently means he is about 18 (NZ students attend 13 years of school, starting around age 5). There's a good chane that Medina was supposed to be 18 at the time of the film,.
Either way, she was very very attractive regardless of what age she was supposed to be portraying.
