Who is Boris?

When the Queen wakes up from her nightmare, she calls Nancy Reagan, indicating that the movie is set in the 1980s, but before that, she calls someone named Boris and asks him if there have been any disappearances. The only Borises I can think of are Yeltsin, who wasn't the president of Russia until the 90s, and Johnson, who wasn't mayor of London until the 2000s. Anyone know?

I think they just picked a stereotypical Russian name to indicate she was talking to somebody in Russia. More obvious than Konstantin, Leonid and Mikhail which were the first names of the soviet leaders during the Reagan years.
