The tapes are obviously private and approaching police would mean a big risk of getting their secrets leaked in front of the cruel world. The woman in the video was married; hence, seeking police's help would simply butcher her marriage with possibly fatal consequences.
Humpty and Kavya's methods are not ethical but the movie isn't meant to be preachy. Despite being a tribute to DDLJ, it's more like a Kashyapian film (pertaining to the cinema of new-age auteurs like Anurag Kashyap). The characters here aren't perfect: they are fallible mortals, they are flawed, they have shades of good and bad.
