In the beginning we see that the lead character wants to go to high school but is rejected.
Going to high school in the UK is mandatory so I wondered how the French educational system operates.
In France, after you finish the 9th grade, based on your grades you are tracked into either a lycée, a high school which prepares you for attending a university, or a vocational school where you learn a trade of some kind. Apparently her grades required her to attend a vocational school, but this did not interest her.

In the film, was it implored that she had sufficient grades to go to university but was discriminated against or that her grades simply weren't good enough?
No, in the film it seems that she simply doesn't have the necessary grades. She asks if it's possible to repeat the previous year over, and is told that she's already done that once, so they can't allow it again.
