I might be trippin' balls here (not with Leigh, though that would be awesome), but was the guy dressed in the weird, pseudo-psychedelic cop costume Noel Fielding? He had the same sideburns and the art in the background was very Noel-esque. There were all kinds of crazy cameos so it's not entirely unheard of, is it?
If not though, how cool would that be to see in the future? The unholy matrimony of kickass Canadian comedy, and my all time favourite comedian from the UK.

I wanna know, but i hated this movie so much, that im not willing to go through it to find out where ur talking about. I am worried it will sully my love for the trailer park boys moreso than it already has.
I am so sad that this project is poo, i really hope they dont push too much resources into it, or that it finds a niche of people that really like it. I would hate for TTPB to stop doing what they do, even if some of it isnt what i like.
I recognised him straight away to be Noel Fielding and googled it to find your thread! Looks like him, sounds like him, and like you say the art is very Noel-esque. If it is him is this on purpose and do they know who he is or is it one of Noel's fun little games? Either way is great!
