It's simple, really. Most people only vote for a show, not the individual episodes.

The people that actually watch a show rate the episodes. Meanwhile, a lot of people watch only one episode (sometimes, not even that!) and rate the show anyway.

If you check the number of votes for each episode, usually the pilot gets the biggest number of votes, that's true for most shows. A lot of people just watch the pilot and decide that they won't keep watching a show.

You have way too much time on your hands if you rate every episode of every show you watch.

I do rate my favorite episodes of the shows I like. So my episode ratings are usually higher than my "average" for a series rating. I never rate the episodes I dislike.

Because, originally the series had a rating and the episodes did not.
Many people rate a series only, not each episode - some because it is just too much trouble and some because they didn't know the ratings were added to each episode.

In short:
It is a totally different rating. They aren't combined or averaged.

I think the rating of the actual show and the ratings of the episodes are separate.
