Source of Machiavelli quote?

Does anyone know where this quote is actually taken from? I've not been able to source it:

"Machiavelli said the reason there will be no change is because the people who stand to loose from change have all the power. And the people who stand to gain from change have none of the power."

I wonder why they chose to start the movie with what looks like a BS quote attribution.
It's a reasonable enough quote, but it's kind of simple to be by Machiavelli who would
probably have been more clever and witty.

Seems like a circle jerk. All references to the quote that I can find turn back to its use in the film.

There is a very good, a better movie on this subject called "The End Of Poverty" narrated by Martin Sheen. Very informative and full of new ideas, at least at the time it came out.

The quote in the movie is a summary of the quote.
It is not a verbatim 'word for word' quote.
