They are trying to be "Who's Line is it Anyway?" but they just don't have the talent to pull it off. The talent on WLIIA? has refined their technique over fifteen years and two continents.
Steve Carrell and Andy Buckley just aren't very quick comedians.

I find it hard to believe that those were just random people selected to play the game with Carell & Buckley. Right off the bat in the slanted restaurant skit they were way too composed and confident. They were definitely actors, unfunny ones to boot.

They aren't. Look them up on IMDB. They are struggling young actors with some minor credits to their name. I am assuming that those four will be the regular cast of the show and that two different famous actors will be brought in each week to join them.
Again, it's like WLIIA? where they have Colin, Wayne, and Ryan as the regulars and they bring in a guest star each week.
